Is it true that someone bought a ten million dollar painting from a thrift store for five dollars?

I heard on the radio that a man in Indiana purchased a painting for five dollars. He got it appraised and it is worth ten million. The painting was Louie the 15th lifespan. Supposibly it was painted by Edmond Hailey and Issac Newton.
