What are neck bands called?

I cannot figure out what these flat elastic bands (about 1" wide) some girls wear around their necks are called. They are very thin. It's kind of like a garter, worn half-way up the neck. Not leather or spikes or anything like that; lace or elastic; usually black. They aren't very common and I can't even find a picture of one.
