Howard Dean: "It's the governments job to redistribute the wealth"?

Does this prove the democrats don't understand the role of government and the CONSTITUTION? Liberals will deny wealth redistribution is socialism and respond saying you dont know what socialism is but I have a degree in finance & economics and have studied economics extensively; it's a fact wealth redistribution IS a tenet of socialism not capitalism or a free market. Are liberals really that naive of how a constitutional REPUBLIC that is our country is supposed to be ran?
