What is the -la behind someone's name?

English is not my first language. When I watched Gavin and Stacey, I kept wondering what it was that Smithy greets Gavin by calling him "Gavin-la/Gav-la". I had never noticed this way of calling a close friend. Is it limited in a regional sense in Britain? Is the "-la" used interually?
